Jennings is from northwest Missouri and attended Stanberry High School and Northwest Missouri State University.
Jennings is hoping to take the seat of current county clerk Mary Baack-Garvey.
He said the recent controversy with the ambulance tax vote, where 750 people were not allowed to vote, inspired him to run.
"Clearly the job is not getting done when that happens," Jennings said.
Jennings currently works as a carpenter and job site manager.
He has a masters degree in Political Science from Texas State University.
