The $1.2 million bond needed 57 percent to pass and received 56.8 percent of the vote.
This is the second time the bond has been narrowly defeated. It was also voted down in November 2013.
The money would have been used for a tornado shelter that would have also served as a multi-purpose room, along with new alarms, surveillance systems and repairs to bleachers at the football stadium.
