School Solutions Incorporated out of Kansas City won the $628,000 contract.
They beat out another Kansas City firm for the business.
But two local businesses are upset, saying they were squeezed out of the process.
"The process began in March," Hartigan said. "We asked them to tell us, tell us, and we got nothing until last week. Quite honestly, I was threatened by one of the local vendors for the actions that we took in requiring a single provider company. That's never happened to me in 25 years."
Hartigan says it is normal business practice to go to one sole provider when possible.
