(ST. JOSEPH, Mo.)  The St. Joseph School District's stipend controversy, possible nepotism charges and a variety of other issues will all be investigated by an official audit by the Missouri State Auditor's office.

Representatives from the Jefferson City office were in St. Joseph Thursday to attend the Board of Education meeting and share details of their procedure.

Kelly Adams spoke on behalf of the auditor's office, saying the audit will be conducted in three phases. The preliminary phase, which included their appearance before the Board of Education Thursday and alerting the public their intention to complete an audit.

The second phase is the field work phase, where staffers from the auditor's office will be on site at the school district to gather information for their report.

"We'll be reviewing meeting minutes, look at records, policies, procedures, financial records and any other pertinent documents," said Adams. "We will also interview key personnel and anyone else who wants to inform us about the audit."

Adams says the final phase will be the development and release of the final report with recommendations made and responses by the district.

Unlike petition audits requested by the public, the State of Missouri is initiating the investigation. Adams says because of that fact, the school district will not be responsible for paying for the cost of the audit.

The audit is expected to begin Monday, April 21. A recent audit of the City of Savannah took several months before a final report was issued.

The auditor's office invites anyone with information about the district they would like to share to call them at (800) 347-8597 or by email to

Notably absent from the meeting Thursday was the district's Chief Financial Officer Beau Musser. Musser has been out of the district office for the past two weeks. School Superintendent Dr. Fred Czerwonka will only say it has to do with a personnel matter.
