The state's cold weather rule goes into effect tomorrow.

The rule prohibits utility companies from turning off customers' heat when the temperature is predicted to drop below 32 degrees. It also calls for more lenient payment terms if customers already have their utilities shut off.

The rule continues through the end of March.
