McCaskill announced the Campus Safety and Accountability Act in Washington D.C. alongside other senators, advocates and survivors.
"It is time to protect those who are wronged. The time is now," said Anna, a sex assault survivor.
The new bill promises to better protect students and bolster accountability on college campuses by requiring schools to survey students about sex assaults. It also raises penalties for violations.
Colleges would be required to publish the results of the survey online.
