A Silver Alert was issued for Sandy earlier this month after he disappeared in late December.
Sandy's family spent the day with authorities Sunday along the river banks as a dive team battled the cold and strong winds to recover the truck and body.
"There is no comfort. We pray, and we pray, but nothing, nothing can even describe this. I never even dreamed in my worst day that this would happen," said Jamie Wykert, Sandy's niece.
Atchison Police Chief Mike Wilson said both were taken to police impound for examination Sunday, then the body was transported to a pathologist in Kansas City.
Wilson said the first priority was to confirm the identity. He said the medical examiner will also look for the cause of death.
"This will help us determine if there was any outside influence or foul play," said Wilson.
A walker in the area saw the truck in the river Sunday afternoon and notified authorities.
The Silver Alert was canceled Monday following the positive identification.
