Customers are more than $1.5 million behind in their payments.
Four thousand customers are more than 60 days late.
A 10 percent late fee kicks in at 30 days.
At 90 days, the city says it will turn payment over to a collection agency and authorize Missouri American Water to shut your water service off.
"The state statute allows for us to contract with Missouri American Water to shut them off for us," said Associate Director of Finance and Revenue Judy Hovey. "We figure putting that stopping point on it and then if they don't pay it goes straight to collections."
Sewer payments were separated from water payments in 2012.
Sewer rates also saw an increase of about 12 percent in July.
