The Platte County Sheriff's Department said Shawn Simmer, 38, drove a stolen vehicle to the county offices to pay his taxes.
A detective spotted a cell phone on the ground next to the vehicle while Simmer was inside. When he tried to find the owner, he discovered the vehicle had been reported stolen out of Gladstone.
When Simmer returned to the car and attempted to leave, he was arrested.
Simmer is charged with tampering with a motor vehicle. He is being held on a $10,000 bond.
The stolen vehicle has been returned.
