In the 2012-2013 season, the Fighting Irish won their fourth Midland Empire Conference title and fourth district championship under Neff.
This is the second time a Lafayette coach has received the award. Russell Book was presented with the honor in 2002.
Other nominees for coach of the year include LeBlond volleyball coach Kim Huss, Central tennis coach Kim Schank, St. Joseph Christian track & field coach James Sones and Benton softball coach Greg Reynolds.
Neff said he was honored to receive the award amongst his peers.
"It's thrilling because of the list of people that won it prior to me. Those are really good people in St. Joseph, and have led a lot of young people to be successful and to pursue careers and pursue greatness. I just want to fall in line."
To go along with his coach of the year honor, Neff was also the scholar-athlete of the year as a senior in high school at Lafayette. He has a 120-51 record in six seasons with the Irish.
